Parties interested in establishing a Missouri state-chartered bank should meet with Missouri Division of Finance personnel prior to filing an application to discuss the new bank, the application process, and Division of Finance policies and guidelines regarding new charter applications. To establish a Missouri state-chartered bank, please complete the New Bank Charter Application. Applicable statutory requirements are cited in Sections 362.020 thru 362.035 RSMo. In order for the proposed bank to be an insured institution to accept deposits, this is a joint application with the Federal Deposit Insurance Corporation (FDIC). Organizers should contact the FDIC for any specific instructions or publication requirements they may have with respect to this application.

Applicants may provide any information in addition to that requested in this application, which in their opinion might aid in the disposition of the request. Additional information may be required of the applicant after review of the application. All information submitted by the applicant will be treated confidentially by the Missouri Division of Finance.

Forward the completed application to the Missouri Division of Finance at finance@dof.mo.gov. A complete copy should be sent to the Federal Deposit Insurance Corporation and if applicable the appropriate Federal Reserve Bank. Questions regarding completion of this application should be directed to Review Examiner Emily Kliethermes at Emily.Kliethermes@dof.mo.gov. Complete responses to all applicable questions will expedite processing. A filing fee of $2,500.00 must be paid by a mailed check or online by a credit card/eCheck.

If paying by check, please make your check payable to Missouri Division of Finance and mail to Missouri Division of Finance, P.O. Box 716, Jefferson City, MO 65102. 

To access our online payment system, please select Login - Missouri: Department of Commerce and Insurance. Once there, select "Make a one-time payment" and choose the following options: Payment Category - Finance; Payment Type - Finance Miscellaneous. Once your payment is complete, please save a copy of the receipt provided and submit it with your application.
